Real Estate and Per Capita Taxes

Crawford County and North Shenango Township Real Estate and Per Capita Taxes are mailed March 1st. Everyone over 18 should receive a Per Capita Tax Bill for $ 10.00. Everyone who owns property within the township should receive a Real Estate Tax Bill. If you did not receive a bill, please contact the Tax Collector Geri Godina.

2011 Millage Rates: Crawford County - 18.85; North Shenango Township - 7.0

Conneaut School District Real Estate and Per Capita Taxes are mailed August 1st. Every individual that received a bill in March should also receive a bill in August for both Real Estate and Per Capita Taxes.

2011 Millage Rate: Conneaut School District - not yet established (2010 was 50.05)

Delinquent Real Estate Tax questions for prior years may be directed to the Tax Claim Bureau at the Crawford County Courthouse, (814) 336-1151.

Earned Income Tax (Wage Tax)

Income Tax Returns are mailed January 1st. If you live in North Shenango Township and earn any income through the year, regardless of your age or retirement status, you must file a return and pay 1% on earned income. A return must be filed regardless of whether tax is due, refund or credit is due, or if an employer withheld the tax. This return must be completed and filed by April 15. If you were a wage earner and did not receive an Income Tax Return to file, please contact the Tax Collector Geri Godina.

*** IMPORTANT INFORMATION – PLEASE READ CAREFULLY ***
REGARDING YOUR EARNED / WAGE INCOME

PLEASE BE AWARE THAT MANY INCOME TAX PREPARERS DO NOT COMPLETE AND MAIL YOUR LOCAL INCOME TAX RETURN.
THIS MAY BE YOUR RESPONSIBILITY.
Please ask your preparer if they are doing so.

WHO MUST FILEEvery resident is required to file a return and to pay tax of 1 % on earned income, regardless of whether tax is due, refund or credit due, or tax is withheld by employer. Please complete your full name and spouse’s name, if filing a joint return, and your social security number(s).

WHEN & WHERE TO FILE – This return must be completed and filed by April 15. If you file Federal Form 2688 Application for Extension, send a copy to the tax office by April 15. The tax return should be submitted to the address printed on the tax return.

NOT RECEIVING A RETURN BY MAIL SHALL NOT EXCUSE THE FILING OF THE RETURN OR PAYMENT OF TAX.

***New***BUSINESS LOSSES – Effective with tax year 2009, business losses cannot be used to offset earned income. (PA Act 32 of 2008, which amends Act 511 of 1965) In the past, taxpayers filing a local earned income tax return were permitted to deduct a loss from an unincorporated business (for which services are rendered) against earned income (such as wages). 

***New*** BUSINESS LOSSES – Effective with tax year 2009, owners of two (2) or more businesses can now offset a business loss from one business against a net profit of another. (PA Act 32 of 2008, which amends Act 511 of 1965)
NOTE: THIS OFFSET IS PER INDIVIDUAL ONLY. In the past, a taxpayer could not offset losses from one business against profits from another.

NET PROFITS – Net profits from self-employment and farming are taxable. All necessary schedules must be attached (Sch C, F, Form 1065, K-1’s).

ALLOWABLE EMPLOYEE BUSINESS EXPENSES – Are UN-REIMBURSED expenses such as: Travel while away from home over-night, transportation expenses (not commuting expenses), necessary tools and supplies, uniforms & protective clothing, office-in-home. YOU MUST ATTACH FEDERAL FORM 2106 OR PA – UE FORM.

INCOME NOT TAXABLE AT THE LOCAL LEVEL – The following types of income are not taxable at the local level: Social Security – Pensions – Interest – Dividends – Public Assistance – Unemployment – Workmen’s Compensation – Supplemental or Third Party Sick Pay – Active Military Duty Pay.
